How to set up soundcard - sample rate

Hi all, i have a very basic question, infact i don't own the cohler software or reaper.
For around a year ago I tried both but ran into
problems on how to setup my soundcard, couldn't understand if this is done in reaper or cohler software.
But I have some spare time where I want to try again.

So my question is.
How do I setup my soundcard
How do I start a new project where I setup
sample rate, bit depth, record folder. are there limits to the audio file size, does it start a new file at start/stop or can it keep recording into same file.
Does reaper/Cohler support real-time sample rate conversion doing playback inorder to playback 192khz at 48khz doing editing if computer struggles.

REAPER supports any sound card that is supported by your computer.

You simply select the card that you are using inside of REAPER Preferences, which is in the CC menus at Edit => REAPER Preferences...

If you pause while recording, it keeps the current files open, so that when you unpause, you are still recording into the same files.

If you stop while recording, that closes the files you are recording into, so the next time you record it creates new files.

REAPER handles real-time sample-rate conversion between any sample rates up to 768Khz.
